Brake pad question

Just got new pads on my 01 93 base 32k miles...I had them install the Porterfield pads after reading all the positive reviews on them...Question is I picked up the car and the brakes feel EXTREMELY soft...So soft that I couldn't get the ABS to kick in with the pedal to the floor...I did read the post about bedding them in & I did all that but they still feel very very soft...Much softer than the OEM pads that they took off with 32k miles on them...
This normal or is there a problem??
