Saab actually picks up the dime on all recalls -- the dealer does the work (any dealer), and then they bill Saab. You should call Saab USA to change the contact info for your car, because apparently you're not getting the letters in the mail OK. Note that if your car was manufactured after April, the April 00 recall won't apply, and similar to the September 00 if your car was made after Sept.
If you bought the car used, then the recalls may have already been performed. The dealer can see if the recalls have been done by looking up your VIN.
I'll give you an example with a BMW Z3 we used to own. We bought it used. I called the dealer two years after I purchased the car to look into a check-engine light going on (I had the oil changed at a local shop), and when I gave him the VIN, he said that there were three recalls outstanding on the car that we should have done. It was all free.
