bought a '00 4dr hatch auto w/40K about 3 months ago for $9000 (private sale no warranty)
being certified covers you pretty good from any major repairs
things that might give you a negotiation leverage...
brake pads should be OK for a while but if approaching wear limit (5 mm) should be replaced
haven't had much luck with oem saab batteries, according to service records 2 yrs max (not sure if the certified warranty will cover this -- and batteries - group 47 - aren't cheap)
make sure you have at least 2 sets of keys/remotes
verify all functions on CD player work -- OEM speakers may have deteriorated by now -- aftermarket units are superior for the money
check struts/shocks for unusual noises (over speed bumps is a good test)
only things i had to do besides battery, plugs, air, oil, and cabin filters was fix oil leak(s) -- had to retorque head, replace oil pressure switch, and do pcv mod to fix
