I just fix this problem on my 99 9-3.
The temp control operates a flapper door that allows heat into the vents.
I believe the problem is the heater control box that all the knobs attach to is junk. Mine was replaced under warranty 3 years ago and seems to be wearing out again. I removed the glove box (6 screws and a 10mm bolt)and the right side kick panel that took 10 mins. You can see the flapper door and actuating cable, my cable worked freely but the dial doesn't seem to hold the cable tight enough too allow it the full motion. I also noticed the heat wasn't that hot towards the end of the winter. To stop the heat bleed I just pushed the cable/door to the closed postion now the A/C works fine and no more hot air. When I have more time (before the winter) I'll replace the heater control box.
