In reality a turbocharged car wants no backpressure so the turbo can run as efficiently as possible. In the old days boost was controlled by exhaust pipes and if the pipes were to big they would raise the boost to high and run the turbo out of it efficiency zone and cause problems, but with wastegate on turbo's now this is not a problem.
In terms of ECU tuning I've tried about five different ECU before buying mine. Every ECU tune was different. Good ECU tuning is simply making the engine run more efficient. In terms of making the system run more efficiently an upgraded intercooler(lower intake temps), downpipe(lower exhaust gas temps) and air filter are all that are really needed for most. Adding these upgrades allows the car to run within a safer range while increasing the performance. Another issue is finding out the efficiency range of the turbo and keeping it within it's range all while maintaining good air fuel ratios, timing, throttle position, ect. Cat-back systems tend to be more for sound and less performance gains thus a less efficient upgrade.
