Larry, this board will be a good source of information and you will be able to see the recurring problems with the car. However, the results are not statistically validated so you can't tell if everyone has the same problems or just those willing to post them here. After all, this is forum for problem discussions so they show up here.

See if you can get the service records - see maintenance records beforehand if possible. Saab dealer will tell you warranty maintenance if you provide the VIN. Turbos are reliable but need good oil changed regularly. If synthetic, good. If changed often, great.

I have a 1999 9-3 base and I would buy another one... The only 1999 specific problem that I can think of is the head bolt torque. A factory problem caused some bolts to be left loose, potentially causing coolant and/or oil leaks. A retorque following a TSB procedure usually takes care of the problem with no need for head gasket replacement.

Other common 9-3 issues, not just MY99:

Idler pulley on the serpentine belt will fail, taking belt with it. Replace pulley every 60 Kmiles. $35 pulley, $35 belt.

DI cassette will fail, leaving car dead. Some owners carry a spare since you can replace roadside in 5 minutes. Part is around $300.

Heater control knobs bind and break off. Factory procedure is to lube and replace knob, then the next time it breaks, replace the heater box (big $$). I'm not very informed on this one so search on knob for more info. If this has already been done on the car you buy, you're in luck. Is this just a 1999 problem, anybody?

Front suspension creaks when cold. Does no damage so most live with this quirk.

SID display has history of LCD failure. A DIY fix is widely known, search around for SID.

Many replace the rear anti-sway bar with a 22 mm aftermarket bar for better handling. Part $100 - $125, DIY install, it's a no-brainer.

Parking brake mechanisms tend to be ignored and then they lose effectiveness. Clean and lube.

Other readers will post issues I'm forgetting.
