You should specify the year/type of 9-3 you have.
You should ask the dealer if he'll still respect you after charging you that much for a new engine! NO WAY it should cost any where near that much. At worst I would think $3K - $4K, and you can probably find a newer engine by searching salvage yourself. Sounds like a dealer trying to steer you towards a new car purchase.
Even if you have to pay for it all yourself find an independent shop and save THOUSANDS. Did SAABUSA do anything for your turbo issues at 51K? If so they may feel like they've already helped you out though an engine failure 2K later sounds like either the engine was about to go as well, or the dealer who installed the new turbo screwed something up.
If this is related to the oil sludge problem that engine may be warranteed up to 8 years so you should find out WHY the engine is toast. See the Motor Trend article I linked below.
There are much more knowledgeable people here than I so I'm sure you'll get some more good advice. I wouldn't give up yet and I'd NEVER sink $10K into that car for a new engine.
