If the refrigerant has leaked down enough, the pressure will not be enough to activate a pressure interlock switch. Adding refrigerant will activate the switch, but then if there is big leak, you might not get there or it will not last. Some early production had hard lines fail under the battery box area where the pipe rubbed. You can charge yourself with a kit, get one with a guage that allows the guage to be functional with the charging hose connected to the bottle. Charge to 32-33 PSI, hot day, doors open, AC on max and high fan. This will not work out well if air has entered the system. Compressors also have over pressure/?temp? switches that will fail open if cycled too many times. One can get at the inline connector along RH rad tank area and jump 12VDC to it. Engine need not be running, all you are looking for is the AC clutch pulling in. An ohm meter on the wire will tell you if that circuit is open or closed.
