After flushing the engine, you add 4.5 quarts of undiluted coolant then top off with however much distilled water the system will accept. If I remember correctly, the cooling system retains around 2 quarts even when drained.
If you add 50/50 pre-mixed coolant to the system, it will result in 6.5 quarts of 50/50 mix + 2 quarts of water;
or 3.25 quarts of coolant & 5.25 quarts of water;
or a 38% coolant to 62% water mix.
That is why you add the coolant first, then add the distilled water.
(By the way, I actually drain and re-fill the sytem with distilled water 3 times, but that is too anal for even most perfectionists. Using a garden hose to flush the system will work fine with the exception that the thermostat will not reach operating temperature and will never open, so the fluid in the lines behind the thermostat does not get flushed. No big deal really.)
