I have a base '00 9-3 and couldn't be happier with the car. It is fun to drive, feels safe and is not overly fast (so I am not collecting tickets). A very nice cruising vehicle. It is also my first Saab.
It now has over 60K miles. I don't think the service required has been any more extensive than any of the other vehicles I own, maybe even less. I am spoiling it with dealer service at the 30K and 60K miles, which is pricey, but that is because I am not comfortable having any of the other locals around here work on it. And I think the car is getting excellent care, far better than what I would do on my own.
My only concern with the car you are discussing is the low miles - has it been in a city and stop and go traffic and short runs. Those are hell on a car - I had an exceptionally low mile Passat once and everything broke on it at really low miles. I'd prefer a well maintained high mileage vehicle that has just seen a lot of highway miles (and not driven by a crazy!)
