ECU upgrades: dealers vs. indie

In the course of pursuing an ECU upgrade for my 2000 9-3 base, can someone help clarify something? I called the indie I've been going to for the last year in the Twin Cities (North East Imports, Maplewood) who indicated that he didn't know the ECU's could be re-programmed. I then called Countryside Saab who quoted $162+fees for a 1.5 hour job. I have an email into Morrie's Minnetonka Saab to get a quote from them on this, but haven't heard back.
Anders (SWEDECAR) replied to an earlier post of mine on this that he does it for $30 in his shop which I'd love to go to, but it's 2000 miles away.
I then approached two other indies in the Twin Cities (Andrews of Princeton and Metric AutoWorks in St. Paul), both of whom said they could not do the upgrade because Saab won't let indies have the software. Andrews of Princeton replied that, "Unfortunately, Saab does not release the re-programming capability to the independent market. You will have to go to a Saab dealership to have that service performed. That is about the only service we cannot perform on your vehicle, as we have all the latest diagnostic equipment for your vehicle."
So I'm trying to figure out if they (the indies) are mis-informed? Anyone have any other suggestions for getting this work done?
