Occasional Smoke and CEL

When I turn my '00 9-3 base on, it sometimes puts out a huge cloud of smoke which is usually bluish, but to different degrees each time. I know that some people have been told by the dealer that it's supposed to happen, or something like that, but that doesn't seem right to me. Also, the CEL has been acting up. Sometimes I start the car and it's on, but all gauges are OK, sometimes it turns off, sometimes it's never on. Any ideas on the smoke or CEL?
