Machining or "grinding" the front rotors is a good idea (I am assuming you need the fronts), if they meet the specified thickness. This will assure you get the best braking performance, and best life out of the new pads. You can also take them off the car yourself, and have them ground. That should cost about $20 each.
However, it is rarely absolutely necessary, and some people believe you should either leave the rotors alone, or if they are grooved (not mirror-smooth) when the pads wear out, then they should be replaced along with the pads.
Rotor thickness new: 25 mm ('95-96), 25 mm ('97-98)
Min. after grinding: 22.5 ('95-96), 23.5 ('97-98)
Min wear thickness: 21 mm ('95-96), 22 mm ('97-98)
Minimum pad thickness is 5 mm
You can find parts/prices on eEuroparts.com, or saabsite.com, or any other similar mailorder retailer.
I doubt that $160 includes pads, machining rotors, and replacing all the brake fluid. Flushing and replacing the brake fluid normally runs $50-$70 by itself.
