I think rain-x makes one and I am sure there are others. I use something called "Cat Crap" on my ski goggles and snowmobile helmet and it really has done the trick. A friend of mine swears that plain old barbesol shaving cream will do the same for fog protection, I don't know though as I have never tried it.
As to the heated windsheild, do you have a switch for it somewhere? If so, is it a factory switch?
In high school I had on Oldsmobile Toronado Trofeo that had a heated windshield, with its own button. It didn't do what it promised too well. It wasn't meant to de-fog the windshield, but rather to de-ice it in order to alleviate the pita of scrapping off frost. IIRC it only stayed on for couple of minutes or so and then would turn itself off.
