I may have been unclear. If there is a big difference to front and rear then the better ones should go in the rear and one should start looking for two new tires. There really should not be more than perhaps a 2mm difference between the front and rear wear. They should effectively be the same tread depth.
That being said, I used to rotate my snow tires half way through the winter when I drove alot. They wore very evenly. I would put the ones which were slightly better on the front because they would wear down to even pretty quickly. Now I don't rotate mid-winter but I also have a much smaller commute.
That being said, if one set was allowed to wear much more than the other set then perhaps one needs to get to a tire store and rethink their rotation habits.
