It goes by both names here, IIRC one is for the V-6 and the other for I-4s, they are both the same thing and do the same thing. Its a valve that helps control the idle of a cold engine, in cold weather they can get sticky causing the problems you describe.
These are very easy to clean and it only takes about ten minutes to do. I think the only tools you'll need are pliars and a scredriver. Do a search here for complete instructions and remember to lubricate it after you have cleaned it.
