As far as I know, I'm the only one who's ever done this. In addition to the new steering wheel and airbag, you also need a new steering column. As you noticed, the splined shaft is smaller on the '98 900 and on the 9-3, which uses the same part. You should be able to find a nice used steering column at a junkyard. I paid $100 for mine. It turns out that you can get away with just replacing the upper part of it, which will save you some time because getting the bolt off at the bottom of the steering column is not fun.
