'99 Viggen Foglights

To begin with, yes the headlight knob is in the 2:00 position. I have no foglights whatsoever. When I turn on a blinker I get a foglight on whatever side the blinker is on to come on. I've checked fuse #12 which seems to be good. The bulb itself looks good as well, the filament doesn't appear to be broken and there are no signs of a burn. Under the hood near the left strut tower is another fuse box with 4 large fuses in it; they too look all good. (Are these relays) I'm looking for any suggestions as to how to trace the situation. Thanks.
