The spring clip on the outer part of the caliper is on incorrectly. The "ears" of the spring should be "outside" the tabs they push on. Or, for a more simple picture, they should be between the metal tabs of the caliper and the hub.
I'm not sure about the "clamp" you mention, but in regards to the pad wear, I did this accidentally myself a year or two ago (spring installed incorrectly), and had the same result.
New pads and change the installation of the spring and you'll be alright. If it isn't totally obvious, don't attempt to use those pads! You'll never stop in time on your first few attempts, pumping like crazy...
I know the spring installation has been discussed before, but I haven't found a picture yet. I'll see if I can get one up here, or if another, more experienced saabnet'er knows of a shot, can provide a link...
