Radio shack has inexpensive multi meters and they are easy to use.

The pump relay provides power to the pump's fuse. So one can check for power on one of the legs of the fuse. The relay closes briefly when the ignition is turned on, and when the ECU sees the engine being cranked via the crankshaft position sensor. If you do not see power at the fuse when cranking, the crankshaft position sensor may have failed. BUT your observation that it runs when gas is added contradicts that as the ECU would not fire the plugs if the CPS was not working.

If you are not getting enough fuel, the filter could be a reason. And when it does become critical, there will be a day when it will not run right. We had a report of a no start where the problem went away with a filter change.
