Don't know if this helps or not, but I had the exact same problem on one of our '96 Jetta's. I could not find the problem using a multimeter and everything always seemed to check out (you know, it never happens when you're LOOKING for it!). But the gauges acted EXACTLY as you're describing.
So I went to a junkyard and bought a new gauge pod for $15 and put it in...problem solved. Never experienced it again.
Might be as simple as that. Just keep in mind your odometer will no longer be accurate if you go that route. Hope this helps!
