Ok, couple of thoughts on your problem.
There was a TSB on idle quality problems for 94-95 900 cars with an auto trans. One of the items to be done in that TSB was to insert a small section of wiring harness at the receiver/drier. The pupose of the harness is to make the fans run all the time when the car key is on.
I looked at the IRIS sheet for your car and did not see the failure code for that TSB. It may have been done but, it was not claimed (therefore, not paid). This sort of situation does happen, but you can imagine most dealerships try real hard to avoid it.
Easiest way to know is to remove the grill and check the wiring at the reciever/drier. If the TSB was done, there should be a connector at the reciever/drier, then another one about 2 inches further. If you find this then your current fan operation would be normal.
I don't think you have a relay problem as the fan would continue to run after the engine shut down and would keep running till the battery went dead.
The next step would be to look at info from the DICE module with a Tech II and see if anything is amiss with the inputs.
If the imputs are good, then I would suppect a short to ground from the relay to the DICE or a bad DICE (VERY RARE).
