o2 sensor circuit --- please help

Wow, I am frustrated now! Let me tell you what happened. Maybe you all can help me find something that I missed? This is kinda long, but I want to give you all the full story:
1) DIC failure at highway speed, so replaced DIC at indie
2) Got CEL for o2 sensor (P0141)
3) removed o2 sensor, it was sheared off.
4) pulled cat to find out what could have sheared the o2 sensor.
5) replaced cat with aftermarket 3" unit from Jak Stoll
6) loaded a new universal o2 sensor (Bosch)
7) got the same code, P0141 --- O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 2)
8) Seems like the universal sensor may have been the wrong p/n
9) Drove the car gently for a couple of weeks while waiting for a new sensor to arrive
10) Installed the new OEM style sensor today (verified p/n with Bosch)
11) I'm still getting P0141!
Did I do something wrong? Did I miss something? Is it possible that the "heater circuit" code could refer to something other than the sensor itself? If so what do I check?
