I forget what it's called, but there's pressure regulator in the fuel circuit that maintains the fuel pressure at a constant point. As such, it functions to keep the pressure up after the engine is shut off. If it leaks and doesn't maintain the pressure, your injectors and cold start system can't feed enough fuel for start up. You have to crank awhile to get the pressure up and feed enough fuel.
That may be where Alaskan Viggen is going with his idea also since the fuel pump starts running in the on position. The fuel pump running before you try to start would build the pressure back up. If it is the regulator, and it's leaking too much, the 10 second thingy won't work and you'll still have to crank so the injectors can cycle enough to dump enough fuel to start.
