It's probably coroded on pretty good.
Loosen the lugs while it's still on the ground. I then put liquid wrench or another pentrant on the hub, let it soak, spin the wheel, and let some more soak another direction. Then I paddled the inside of the tire with a long 2x6. If that doesn't work, you could put a scrap wood between the tire/wheel and your sledge and hit it to protect the wheel and tire. a small scrap of plywood is also good for jacking the car to protect the finish from your jack plate. Gently lowering the car with the wheel unbolted can also put some good shear pressure on the corrosion, but probably not enough for it to come off.
When you get it off, you will see where it had corroded onto the hub and you can grease it a little bit. Also wire brush the hub.
