Oil consumption - banjo bolt?

Hi everyone,
I have written before about high oil consumption on my 1999 9-3.
I don't have a firm answer yet, but I discovered that there was a service bulletin for my car, "Replacement of check valve and banjo screw to remedy blue smoke".
The bulletin, from several years ago says that the bad banjo screw can starve the turbo of coolant, resulting in oil getting past the seals.
The bulletin also says all cars are supposed to have the service performed before delivery. I called the dealer that sold my car (I am the second owner) and they have no record that the service was ever performed.
SO - should I now have this service performed? Although the car is well out of warranty, shouldn't the dealer do it free since they never did it when they were supposed to?
Are my turbo oil seals now damaged beyond repair, and will the turbo require rebuilding?
It seems there are a number of known problems with these cars, that the dealerships and Saab keep very quiet.
