More tread up front for the reasons I outlined before. If you have a noticeable difference in tread depth, then your low tread tires are probably worn out. If they are down to the point of not being effective (shallow tread), then they shouldn't be on the car at all. If you put them on the front you will plow when turning and slide when braking. Then you will have less control than if the rear (non-steering) wheels begin to slide.
My Gislaved tires lasted about 6-7 seasons of 4-6K per season using my seasonal rotation method. If you drive more per season, rotate mid-winter.
