Complete Headlight Failure - Almost

The headlights on my father-in-law's '99 9-3 SE only come on when the headlight switch is in the off (DRL only) position. When switched to on, the low beams shut off, the high beams only come on when the stalk is pulled and held. After reading various posts here, I tried to replace the "orange relay" (I also have a '99 9-3 SE), no luck. (My headlights worked fine with either orange relay.) I was initially thinking the problem is in the headlight switch, however, after reading other posts tonight it sounds like it could also be the ignition switch. How do i tell which is the culprit?
