Central Lock/Alarm Issue

I have a 1999 9-3 S 2.0T 5 Dr, and I'm having a problem with the locks, which I believe may be related to the alarm. The locks have never really worked since I've had the car (for about a year). The driver's side lock does not activate the other locks, and the center console lock button also does not work. I think the issue must be an electrical one because under very peculiar circumstances the driver's side WILL activate the others. So far, I've figured out that sometimes when the battery gets low (from running stereo, etc. without engine on) they will work, AND perhaps more telling and interesting is the fact that if I unplug the Twice Unit and reconnect it then the locks will work exactly three times and then stop working from then on. The alarm has also never worked since I've had the car and the car did not come with a remote lock/alarm arming device either. The alarm is not armed and the dash LED has never lit up at all that I've seen. Did someone perhaps disable the alarm when they misplaced the remote? Or is the Twice Unit perhaps busted? I was planning to have a local dealership bench test the Twice Unit if possible before I drop several hundred bucks for a new one, but I'm not sure if they can do that or not. Wondering if anyone here can help me solve this issue. Any suggestions would be appreciated. Thank you very much.
