Heater temp range

Hi, ever since I've had my 2001 9-3 I've been unsure if the climate control/heater is working correctly. Only when it is set to 'HI' do I get proper warm air. Too warm in fact. Anything less is not warm enough in winter months. I can sense a variation when changing through the various temps, but not a great deal. Engine temp is always fine. AC works ok. Any ideas?
