"soft" brake feel normal? 2002 9-3se

We have a 2002 9-3se (40k miles) and a 2000 Viggen (84k miles. The brake pedal feel on the 2002 has always felt "soft" to me, much more than the Viggen. I know, the Viggen has larger brakes...but even with the cars stationary and engines running, when you push down hard on the brake pedals the one in the 2002 goes a lot farther down then the one in the Viggen and never feels really "solid". Both cars were bought used so I can't compare them to when they were new. I have the fluid changes once a year...last time was November 2006. Any comments on this...is this "normal"? Could Saab have changed something between 2000 & 2002? Thanks
