The valves may be fouled and the swing gate may be doing stick-slip instead of moving smoothly. These valves need to be cleaned and then the pivots oiled. Never apply 12VDC to the connectors. Use a meter to check continuity. Search for IAC cleaning instruction detail.

Also check VAC lines from the TB to the FPR and MAP!!!
