Problem was in fact a lose vac line. The vac line leading from the PVC check valve to the TB was off. I believe all the orig vac lines are 4mm. When I had the PVC update done on the car to relieve a oil weep that line was replaced with a slightly wider dimension hose and given the oily discharge from that line it slipped off the nipple. I replace that and one other vac line with a 5/32's hose (slightly inside 4mm) and have a nice tight seal. In order to reattach the new line I had to release the two hose clamps and hoses for the coolant lines to the TB. All in all about a 30 min procedure that cost me 1.99 in parts (but about 4 bucks in gas to go get it!) Anyhow the whistle is gone. Thanks to all for their help and suggestions.
