AC sometimes blowing warm air

1999 9-3SE with about 90k miles. AC sometimes blowing warm/moist air. For some strange reason, seems rolling the windows down will get the cool air back again. Replaced interior ACC sensor, still does it. Seems to only happen after the car has been running a while, and more noticeable at highway speeds. Took to dealer here in San Diego and they said they can't find anything wrong. I don't think they actually drove it around. Just did the normal inspection. Any ideas? Thanks.
