No, you can't "comfortably" remove the timing cover in car, but it can be done.
It is a few tricks of the trade to get it done.
After removing the cylinder head and oil pan, I loosely put the bolts back in the subframe and use a small bottle jack sideways between the right leg of subframe and bottom part of bell housing on transmission and push the engine toward the left side of car.
That will give me enough clearance to get the bolts out and remove the timing cover.
Yes, you can disable the balance shafts but have to leave the shafts in the engine due to lubrication issues. You also want to leave the idler pulley for balance chain intact of the same reason but you can remove the tensioner as long as you block off the oil hole behind.
I tap that hole to M6 and install a short bolt with sealant on.
