I ended up dropping the tank. I sprayed the two bolts on the tank straps with Liquid Wrench, and took a hour beer break. They loosened up just fine. I removed the passenger side tank strap fully, and left the driver's side "t" hook in there. Other hose clamps/connectors came apart ok. I disconnected the electrical from the top access hole. These were stuck a bit, and I was worried about breaking the little "slider" that releases the connectors. I got all but maybe a gallon of fuel out of the tank, so I just lowered the passenger side, and let down the driver's side by hand. It's a really light tank. Figuring out a good way to drain a 3/4 full tank took the longest. I'll post pictures on what I did.
As for removing the retaining ring, I blasted the area with Liquid Wrench, cleaned it, and blasted it again. Then, with the tank on the ground, braced it with my legs, and put a screw driver in the bottom corner of one of the tabs, and hammered at it. It came free after about a minute of pounding.I only broke one tab, but it really didn't matter, as I ordered the full assembly. I should have it back together today if all goes well.
