12 inch pounds = 1 foot pound of torque. The repair manual will always give both nm's and either inch pounds or foot pounds.
The reason you see wrenches with either inch pounds or foot pounds spec'ed is the working range. Generally inch pounds is used in specs for wrenches that work at lower levels with finer graduation.
For most of what you need to do, a 1/2 drive wrench that measures 20-100 lbs will cover you. But, spark plugs and smaller bolts will be in the 8-20lb range and you will need a smaller (usually 3/8" drive) wrench.
