Changing My ACC

I have a 2002 9-3 SE with ACC. My AC has started acting oddly - blowing in surges. It heats/cools but the fan surges. The fan has consistent voltage. I was thinking it was a computer issue. Does the ACC unit have the master control for the blower? OR is there some other computer unit controlling the fan? If it is the ACC, does anyone have a step by step guide for replacing the unit?
