Pull the output hose off the turbo and wipe your finger around the inside. Does it come away very oily? Wipe it dry, and drive the car for a bit to reproduce the smoking. A slight film of oil is normal - sopping gooey isn't.
However, if it isn't all wet with oil, check your check valve - the one between the valve cover and the intake. It should block pressure going from the intake to the valve cover.
I doubt it's a head gasket issue - they tend to leak coolant, not oil. Coolant is pressurized, oil isn't (as much). Yes, it could be blowing by the turbo seals. But make sure you aren't pressurizing the crank with a bad or incorrectly installed check valve. Also, check your oil plumbing to the turbo. If you've got a restriction on the return side, that pressurized oil will blow past the turbo seals.
