Metals that deform such that the damage is permanent are no longer behaving as 'elastic' materials. If they did, they would've immediately returned to their original geometry (shape) with no permanent deformation after the shock load (hitting the pothole) was released. So, wheels that are 'bent' have experienced failed locally on a molecular level (plastic deformation).
While 'repaired' wheels they may appear cosmetically like new, it's highly doubtful the underlying metallic structure has returned to its original strength.
Bottom line: avoid the wheels. If they experience an impact on the same part of the circumference as the original impact they'll fail again at a lower load.
