PCV fixes were generally not done as part of normal service/ warranty work unless the customer had specific complaints about "oil leakage from the engine". This applies to the latest and final fix (#6); unless the PO asked for it (and possibly paid for the kit), it most likely would not have been done. The easiest way to check is to go to the GenuineSaab site, under the Tech Library, and look at the "9-3 tsb210-2418ed4 9-3 00-02" pdf file, which has instructions and pictures of the relevant parts, and compare to what you have. It's a fairly easy upgrade to DIY; the dealer might charge parts + 1 hr labor to do it?
