There is a lever you can pull that will unlatch the mechanism and allow you to pull the top closed. However, you can't operate is manually. Repairs cost could be small to large, depending on what's wrong with the top. No way to tell without more analysis.
Unless it is dirt cheap, look for another. You should be able to find a turbo 900SE with an operating top for fairly short money.
