How should radiator fan work when a/c is on?

1997 Saab 900 se turbo
Outside temp is 86F.
When I turn the a/c on, the radiator fan will turn on for 5 seconds, then turn off for 10 sec, then on 5 sec, etc. I confirmed that the compressor is engaged all the time i.e., it's turning when the fan is on and when the rad fan is off. Cool air comes out of the vents.
Shouldn't the raditor fan stay on all the time when the compressor is turning?
I confirmed the relay is ok by replacing it with a known good one.
The reason I ask is because the a/c stays cool when in stop and go traffic, but gets nice and cold at speed. I would think that to compensate for the lack of ram air over the condenser when you're not moving, the rad fan should be on all the time.
