Bypassed Rad Fan Resistor, still have questions

I confirmed the radiator fan resistor is bad by jumpering terminals 87 & 30, and the fan did not kick on. It does go on when jumpering the high speed relay 87 & 30.
I cut the resistor out and bypassed it. Now the fan kicks on in high when jumping 87 & 30 on both low and high relays.
When I turn the a/c on at idle, the fan only runs intermittantly, on for 10 seconds or so then off 10-15 seconds.
Is this normal? I thought the low speed fan should run all the time the compressor is turning, or is it more sophisticated than that?
