I've had my 1995 900S since new, and the e-brake is one of the weak links of this car. With the e-brake released, the lever that each cable end attaches to behind the respective backing plates should be fully relaxed. If one or both levers are being pulled away from rest by the cable, then either the cable needs adjustment or possibly replacement. If your r.h. shoes are dragging with both the lever at rest and the adjuster backed-off, I would think there is a problem in the brake mechanism itself; possibly a bent anchor pin or who knows what without seeing it. I've found that when I replaced everything (cable, rotor/drums, pads, h'ware) the e-brake works just OK for a while, but they need somewhat frequent adjustment and TLC to stay that way. It's been about a year since I adjusted mine and now it barely holds the car on a slight downhill grade. They seem to work much better on an uphill grade. I've now owned several cars with rear disk brakes; they all basically fall into two design categories. The ones like the 900's with the drum inside the disk and the ones like my 2006 9-3 where the e-brake is integral to the rear disk brake. As far as I'm concerned, they both leave much to be desired. The problem with the drum style seems to be marginal performance, primarily due to the smallish size that the drum needs to be to fit inside the disk. The integral style suffers from calipers that tend to stick and fry the rear brakes due to the cable actuated cam mechanism inside the caliper getting gunked-up and not fully releasing. It's time for a better design.
