I don't think I'd ride around town on loose lug nuts - I had a few come off on the highway once in my 85, and the subsequent few miles to the next exit was less than fun.
I'd say, if you're REALLY desperate to get back on the road, loosen the lugs and drive down your driveway a bit and hit the brakes hard. I still don't really like that idea, but if you cant kick it off (which usually works for me), and can't lever it off, it may be your only option. Usually putting it down and rocking side to side works.
In the future, do yourself a favor and brush off the corrosion and put a little grease between the hub and the wheel to prevent this from happening again. After many frozen wheels, I've finally started doing this myself.
