I'm being gassed by my car....

Hi Guys,
I'm having a problem with gas fumes coming into the cabin especially when the tank gets below 1/2 full. It's as bad or worse when I open the windows, that just seems to draw the fumes in more. Closing the windoes and turning the fan on, creating positive pressure in the car stops it. I've looked at the filler tube, it looks ok and there are no external leaks I can see. Is there something I should be looking for? The fumes from the tank should be recycled back to the engine I understand, could this system be bad? I'd really appreciate any help ya'll can offer.
Thanks, Rob in NC.
