Look near your passenger's side strut tower and you should see a small black cylinder with a couple of hoses and an electrical connector attached to it. One of these hoses has a fitting with a tab that you need to push in (IIRC) in order to release it. The valve itself is secured by a rubber block that is easily pried free from its bracket.
I don't think there is any maintenance you can do to the charcoal canister, but I also think it's unlikely that would be the source of a problem.
