Well, the fact your boost response has improved is significant, even if it's not back to stock. If the two minute delay has disappeared you might just need to drive it for a few days.
I got my car with a seized turbo, and it had been driven that way for quite some time. When I replaced the turbo it took about three days before I could get full boost. The reason for this is because the T5 and T7 engine management systems have the ability to reprogram themselves as they recognize performance problems. When the ECU has to retard the timing and the boost to counter a lean fuel mixture, it will write itself a program to create a new base map. The more the computer needs to adjust, the more sub programs are stored in the memory. The problem is that when things are returned to normal, the computer needs some time to recognize this and restore itself to its standard settings.
