I have a 2000 9-3 and my A/C compressor locked up and blew itself apart about 4 summers ago. (Fortunately the part of the housing that blew out flew into the front bumper cover and not back into the engine bay.)
I had a rebuilt A/C compressor put in and it has been fine since. (I also had all the other elements of the A/C system replaced in case there were small pieces of the old compressor up in there.) I just have to have refrigerant added periodically, but that is due to the seals, I think and not the compressor.
As for the cold weather issues, the creaking is typical for these cars as the front suspension bushings do that in real cold weather until they warm up a bit. The parking brake cable sticking is also common, from what I read here, but I did not have much problem with it on mine until this winter. The cable runs through a sheath from the front back to the actual parking brake calipers and if the seals on the ends of that are worn, moisture can get in there and freeze causing the symptoms you describe. I have not yet looked into what is involved with getting those replaced.
